Childcare Investment Fund Launches with $50,000 philanthropic contribution

Michael and Elaine Moravan Foundation Challenge Public and Private Partners to Join In

The Early Childhood Council of La Plata County (ECC) has officially launched the La Plata Childcare Investment Fund with a $50,000 matching contribution from the Michael and Elaine Moravan Foundation. This philanthropic gift marks the first local contribution to the fund and will be matched with public revenues such as La Plata County’s lodging tax reallocation and the City of Durango’s discretionary lodging tax.

By combining public, private, and employer investments, the Fund aims to create 420 new childcare slots over the next three years in La Plata County. In its first year, the Fund seeks to raise $2.2 million—$1.2 million dedicated to increasing wages for early childhood educators and $800,000 to expand and stabilize childcare facilities.

The La Plata Childcare Investment Fund is a key strategy within the La Plata Childcare Strategic Investment Plan, developed by ECC and the La Plata Economic Development Alliance. The plan was shaped by input from over 300 community members, including most of the county’s licensed childcare providers, major employers, and local families.

The ECC, which has supported La Plata County’s early childcare system for nearly three decades, will administer the Fund. Since its founding, ECC has provided over $1 million in cash and $2.5 million in in-kind support to local childcare providers.

Workforce Rental Assistance Micro-loan Program Continues to Support La Plata County Renters

$33,460 Still Available in Workforce Micro-Loan Fund Aimed at Supporting Local Renters

With two bedroom rentals averaging $1,716 in La Plata County according to 2024 HUD Fair Market Value data, the Workforce Rental Assistance Micro-loan Program aims to bridge the gap for those struggling with high upfront costs associated with new leases.

Since 2022, the program—a partnership between The La Plata Economic Development Alliance, First Southwest Bank and Regional Housing Alliance of La Plata County—has provided accessible, low-cost micro-loans to help renters cover these expenses, including first and last month’s rent as well as security deposits. With $71,588 loaned to date and $33,460 still available, the program remains a resource for those in need of housing support.

The Workforce Rental Assistance Micro-loan program offers loans up to $5,000 at an affordable interest rate of 4%, payable over three years, with no collateral requirements or prepayment penalties. Applicants must earn 80% or less of La Plata County’s Area Median Income (AMI), which is approximately $88,400 annually for a household of four, and provide proof of a one-year lease agreement. With a minimum FICO credit score requirement of 660, the program is accessible while promoting financial stability.

Herald Reports: Mike French to Step Down as Executive Director

At our May Alliance Meeting, we were pleased to announce that after four impactful years with the organization, our Executive Director, Mike French, will implement a succession plan and hand over the reins to our Deputy Director, Sarah Tober.

The Herald recently interviewed Mike and Sarah to discuss the reasoning behind this decision and what lies ahead for the Alliance.

Mike has chosen this timing not because of a new job opportunity but to ensure the continued growth and success of the Alliance. Sarah will officially start as the Executive Director on June 1st, and Mike’s last day with the Alliance will be July 1st. Our Board and Staff are confident in Sarah’s leadership and experience, and we are excited about the new perspectives and energy she will bring to the organization.

We extend our utmost gratitude to Mike for his significant contributions over the past four years. Under his leadership, the Alliance has navigated numerous challenges and achieved many milestones. We wish him all the best in his future endeavors.

La Plata Economic Development Alliance Board Accepts Michael French’s Succession Plan

The plan calls for a transition of the Executive Director role to Sarah Tober, current Deputy Director, on July 1 and French exiting the organization.

The Board of the La Plata Economic Development Alliance (Alliance) has accepted Executive Director Michael French’s transition and succession plan.

DURANGO, CO —La Plata Economic Development Alliance today announced that Michael French, their esteemed Executive Director, will be stepping down from his role on July 1, 2024. Sarah Tober, who currently serves as the Deputy Director, will succeed Mike as the new Executive Director.
“Good leaders know how and when to replace themselves”, stated Michael French. “The Alliance is in as good of a position as possible to enable new energy and lead the organization into the next chapter. I am very confident in the transition plan, Sarah’s experience, and her purpose-led drive to continue our trajectory and programming.”
Since taking on the role 30 days before the pandemic shutdown, French has been instrumental in driving economic recovery and growth and fostering innovation in programming and partnerships. Under his leadership, the Alliance’s team has created a Three-Year Housing Investment Strategy for the region in collaboration with the Regional Housing Alliance (RHA), a Catalyst Fund for predevelopment grants, and a revolving loan fund with the RHA and Rental Assistance programs. The Alliance last year also received a three-year Opportunity Now workforce development grant from the State of Colorado to create multiple micro certifications in partnership with Fort Lewis College. The Alliance was recently named Non-Profit of the Year at the Durango Rocks Awards hosted by the Durango Chamber of Commerce for their efforts in workforce housing and development.
“Mike has been extraordinarily impactful in the last four and a half years he has led the organization”, stated Steve Elias, Chairman of the Board and Dean of FLC Katz School of Business. “He and his team have brought millions of dollars into our community, improved our balance sheet by 500%, and more than tripled our reserves. We are in incredible shape in our programs and finances to undergo this succession plan with Sarah. The board is extremely impressed with her approach and experience.”
Sarah Tober, Deputy Director of the Alliance, brings a wealth of experience to the position, having had previous leadership roles in not-for-profit and private businesses. She has been with the Alliance for two years as a deputy director, leading the housing programming. Sarah has an MBA from the University of Texas and resides in La Plata County with her husband, Bobby, and son, Wyland.
“Being part of the economic vitality and intentional growth of the community while leading this reputable organization is an honor,” stated Sarah Tober. “I am grateful to the Economic Development Alliance board, staff, and Mike French for paving the way in building a progressive economic development organization. Our work helps to address our area’s critical employer and workforce needs to ultimately build community resiliency and I am so proud to carry on this legacy.”
“Mike’s performance was beyond expectations, and we have the same confidence in Sarah’s ability to build on the success of the Alliance,” stated Steve Elias.
French plans to stay in the community and participate on an as-needed basis post-transition. “I love this community and do not have any plans to leave. It was simply a good time for a transition,” stated French. “I will spend some time with my family and then look for other opportunities to be impactful here in our region.”

REGIONAL HOUSING ALLIANCE RECEIVES NEARLY $1 MILLION TO CREATE A HOUSING CATALYST REVOLVING LOAN FUND

$950,000 Grant To Help Local Workforce Housing Projects Move Forward

DURANGO, CO — The Regional Housing Alliance of La Plata County (RHA) announced today that it has been awarded nearly $1M from the Durango Industrial Development Foundation (DIDF). The funds will be used to create a low-interest housing catalyst revolving loan fund to support local workforce housing initiatives.

The design of this low-interest revolving loan fund program was created to stimulate workforce housing projects already permitted and in the construction financing stage of a project. The early-stage costs to development, including infrastructure and short-term construction financing, are critical to the beginning phases of development but are often underfunded or funded at higher than a 7% interest rate, creating a roadblock that prevents projects from getting underway or for the housing to be sold at below market rates. Understanding the need and risk for this type of initiative has led the RHA to develop a pilot loan program that balances these dynamics and produces a pipeline of below-market housing units in our community. The Housing Catalyst Revolving Loan Fund will be a low-interest loan and leveraged with other lending sources.

“These funds will go to work immediately throughout La Plata County on workforce housing projects that are committed to providing housing at below-market prices,” said RHA Chair Pat Vaughn. This generous gift from DIDF will be a lasting legacy as a construction loan fund designed to work in perpetuity in our community.”

The Housing Catalyst Revolving Loan Fund initiative was developed by the La Plata Economic Development Alliance (Alliance), which will also administer the fund on behalf of the RHA. The Alliance will leverage the existing Catalyst Grant Fund structure and framework, which has a committee of community housing and finance leaders that evaluates applications based on a rubric and makes recommendations for funding.

“DIDF is excited to contribute to the workforce housing need in our community. DIDF was established by great community leaders and visionaries in the 1970s to build an industrial park in what is now known as Bodo Park, “said Jason Portz, Bank of Colorado Market President, “As times have changed, so have the needs of our community and this endowment is intended for DIDF to continue to positively impact issues facing our business community.”

“We are thrilled the RHA is a recipient of these funds, which will be used to create another program to help promote the start of workforce housing projects that are stalled due to the cost of money,” stated Mike French, Alliance Executive Director. “These kinds of projects require a creative capital stack, and this fund can be part of that effort.”

LA PLATA ECONOMIC DEVELOPMENT ALLIANCE COMPLETES SECOND ROUND OF HOUINSG CATALYST FUND GRANTS

$195,132 in Grants Help propel Local Workforce Housing Projects Forward

DURANGO, CO — The La Plata Economic Development Alliance (Alliance) Housing Catalyst Fund Committee and Working Group completed the second round of funding for housing projects this winter. The Catalyst Fund is a predevelopment initiative created by the Alliance and its consultant team, Project Moxie, to identify potential housing projects throughout the County.

The design of this pre-development program is that a small amount of funding can leverage significant resources by assisting a project with early feasibility. Grants help to provide funding for eligible activities including feasibility studies, environmental studies, site preparation, market studies, surveys, and legal fees. These early-stage costs are critical to determining project feasibility yet are often underfunded or not funded at all, creating a roadblock that prevents projects from getting underway. Understanding the need and risk for this type of initiative has led the Alliance to pilot a fund that balances these dynamics and produces a pipeline of below-market housing units in our community.

The Catalyst Fund received seven applications for the second round and awarded grants to three area projects to cover the costs of predevelopment activities during the early stages of workforce housing development projects throughout the county. In round two, the Catalyst Fund allowed for preservation projects as well, and two of the three supported projects are related to Mobile Home Park Preservation. This second round of funding is focused on projects that will be applying for state resources within the next 12 months.

“In 2023, our RHA members collectively pursued over $16 million in grants from various sources and received almost $5 million, all directed toward expanding workforce housing in the area. While three of the four local governments received grants, the funding gap was left at more than $11 million. Our area workforce housing projects need financial support, and we are unable to fill the gap needed from state funding and resources,” said the Regional Housing Alliance of La Plata County Chair Pat Vaughn.

The Catalyst Fund was a key recommendation that emerged from the 3-Year Workforce Housing Investment Strategy commissioned by the Alliance and published last year in partnership with a team of housing consultants. To date, the Fund has raised $933,000, and the Alliance anticipates that a third round will start in March 2024.

“As we complete Round 2 of the Housing Catalyst Fund, we are already planning for future rounds and how we can raise those much-needed funds to continue providing cost reduction to workforce housing,” explained Michael French, the Alliance executive director. “Catalyst Fund recipients are not only receiving pre-development funding but are now part of a network of housing and community leaders that are committed to fast-tracking and supporting these critical workforce housing projects throughout La Plata County.”

Three projects were awarded grants from the second round of Catalyst Fund are located in Durango and include Animas View Mobile Home Park Co-op, Workforce Apartments at Three Springs, and Westside/Triangle Mobile Home Park. These housing projects feature a mix of
rental and mobile home park preservation projects.

“Animas View MHP Co-op is excited to have received a Catalyst Fund Grant to help pay for the engineering for our water/sewer/road infrastructure replacement project,” said Lindie Hunt, Animas View Treasurer. “The co-op is challenged to raise funds to replace our antiquated system while keeping our lot rents affordable for workforce housing and retired or disabled residents. Funding for this type of project is desperately needed for many of the manufactured home parks in La Plata County.”

Eligible applicants of the Catalyst Fund using state and federal subsidies must commit to providing at least 25% of available units as below-market, and funding allocations will be prioritized based on a project’s readiness to proceed. If the applicant is using private or local funds for the proposed project, they must describe how many units can be set aside as belowmarket. Below-market is defined as housing that can be delivered to local community members at the following prices:

Rental housing that delivers new rental units that provide rents affordable to households earning less than 140% AMI and For-Sale housing that delivers affordable housing units available to households earning less than 160% AMI. All affordability calculations will follow the HomesFund’s annual AMI chart/gao calculations for their loan fund and the City of Durango’s Fair Share program.

Because not all households in the county are the same size or have the same need, the Area Median Income (AMI) accounts for the typical income in this housing market and compares needs across this region. AMI is a standard measurement for affordability used in the housing industry.

The Housing Catalyst Fund was financially seeded by a combination of grants that include the City of Durango and La Plata County. The Alliance plans to open a third round of funding in March 2024 and award projects by April.
